Neutral Area 13
Neutral Area 13 is probably the first neutral area you will come to in the game. Here you will learn that if you shoot you will be attacked! You may also want to note that you can talk to some people in the neutral zones by pressing "up" on the control pad.
In one of the rooms you can obtain flares for lighting up dark areas. These flares will be useful in Area 4, but they are not necessary. Other than that, there isn't too much to do here.
