Choose transfer, and move over to area 13. Descend, and HOLD YOUR FIRE! For an explanation, walk over to the white guy and press up. (He’ll tell you this is a neutral area.) 

If you are curious, hit the save button and shoot a couple shots. All the normal people will disappear, and peacekeepers will come in and attack. You can still survive easily if you’re good, but there’s no reason to. 

Well, anyhow, go to the right and you’ll talk with the guy outside the first door. He tells you he hasn’t heard of Super Joe. The news must not get around to this part of the battlefield. Anyhow, go in the door and get the bullet. Not that it’s significant, but might as well grab it. Go back out, then go to the right, then swing over the gap and keep walking until there’s a door up above. Hook up to get to that place, then go in the door. Grab the flares with your bionic arm: it’s much easier. From here you can manually exit the level; there’s nothing else. If you want to actually “beat” the level, get out and walk all the way to the right, whereupon you leave the level. You can also exit by walking all the way left, but I’M GETTING OFF THE TOPIC!
